It was a pickup truck with a large raised cage in the truckbed with three shirtless small children inside.

Gypsies. Most of them vehemently oppose integration and choose to live like this.

It's not exclusive to Greece though, you will encounter this in most Balkan countries as well as a couple more spots across Europe
