FIP: User Location Data

@dynemyte is leading a proposal to move a user's location data to their Farcaster profile.

at the end of the day, privacy is should still be big here, so waiting to see how this gets implements

(speaking from a non-dev mind, but I think everyone should easily understand the nitty-gritty of things especially when it comes to personal information)
