"optimal capitalism has the connotation that profits go to at-cost" - I don't know if that's reliable and I mean that even theoretically. Even if you suggest that optimum outcome would lead to zero profit, if the ultimate goal is profit maximisation, the steps to take there would remove competition and every other externality. Include the ultimate goal in a model estimation of behaviour IMHO.
