Well, we need a clear position in the laws and regulations and give a definition, if a memcoin is launched, then it is a scam by definition, 

it can be launched, but it is a casino and no one is responsible, so that there are no misunderstandings and accusations against each other and this is defined in the legislation,

 it will be easier for everyone, devs,  bloggers, winners and losers in this game

Also a "Head" can just as easily kill something as pump it. But the use of pump always forgets about the dump.
