Am I correct in understanding that the starting drop will be received on the warpcast wallet, which means that people from the countries listed below will not receive it

The wallet that players will receive their game-play airdrop on is whatever they have connected as their primary wallet in their account settings at the end of Preseason 2.

We're also a US-based company and are required to follow US laws and regulations. We are using a third party wallet vendor to check to make sure wallets are not on any US sanctioned list.
