That's the intention of the cast but also the lottery raises money for public goods, so maybe there are ways to do things where the systems profits fun public goods.

I think it would have to be positive sum instead of zero sum in order to be used that way, right?

Speculations by itself is not a bad thing. It involves making decisions or forming beliefs based on uncertain outcomes or future events. We speculate on everything. I'm going to go to University X because I think it will get me a better job than University Y is speculation.

But it's still a speculation, isn't it the same as steal from ones to reward another's, maybe u don't have bad intentions but the way u execute them overlaps all good in it. like revenge circle and etc.

Interesting thought. Any idea how it would work?
