Seth Johnson has better “stuff” and has pitched well. Philips is NOT a major league pitcher. Phillips should be DFA’d. Give Johnson or Abel the ball, but the Phillies will undoubtedly go with Allard and see if he can walk a tightrope for 5 innings.
