Too many Hubs is bad. Makes network slow. There are more Hubs than Ethereum nodes right now. Overkill.

I don't think so. Maybe most of them are just using multiple IPs, specially in Germany & 2 Datacenters.

even if it were true to some extent, i'm not sure how it's much of an issue if real builders are already spinning up their own hubs?

Ethereum dev (& of course other blockchains) has proven that builders often (if not all) have the tendency to use infra providers b/c of high technical overhead of maintaining the infra themselves. i.e. If you are serious in providing reliable services to your users, you leave the infra part to experts.
