The Jobs to Be Done framework is helpful, but I'm also a fan of really understanding intended frequency. For example - if you're building a workout app you might want "daily active users", but people might not want to work out 7/days/week. Maybe 3 days / week is more appropriate and the behavior you should drive for.

Maybe a simple framing like: “If my users goal is X, how important is it to reinforce or not reinforce this behavior and how often?” Think about the behaviors you don’t want to drive being as important as the ones you do. I.e Deter people from doing some action in your product you know might slow them down.
