 I see vercel/next/react in a github frame repo and I think "...I don' think I need that much power for an html server thooo"

Nice! That's awesome, yes I do think that React is heavily overused on the web today and that many things simply require some expert CSS and HTML. 

Also, big believer in only using React selectively in a web project. One component or page in React, but another less interactive or static one can be HTML/CSS

You're on the right track. I built web in HTML and CSS for 20+ years (since 96) without any node or react what framework sitting in between my code and server just fine.
