They can also put someone else’s handle in the description. A free text description is not the same thing as the true link between owner & channel

Let the market deal with too much inbound. @automod can figure out a way to deal w people like that

they can opt-in to putting it in the description. forcing people to have it just invites a bunch of inbound about people wanting their cast in the main feed.
