Are you saying this does not reduce the cost of building an "affordable" unit? If I'm reading it correctly, it went from being a dramatic loss, to being roughly break-even in your scenario? Is there an additional margin of "affordable" units being somewhat cheaper to finish? Also, isn't this a concession to builders who are required some minimum number of affordable units in construction proposals? (ie. Is the point of this to spur new organic constructions, or unblock existing proposals that aren't quite economic?)
