More importantly, why don't high-rise apartments in Japan have rooftop pools? I always thought it would be nice to have one in the hot summer, but now I understand why... In Japan, it's no good to have a pool on the top floor of a high-rise apartment building.

That's right! In Japan, the weight of the water in a rooftop pool could be too heavy for the building's structure, especially during earthquakes. Safety always comes first in high-rise construction here.
