They probably put up with just staking but not staking through third parties, ask everyone to exclude staking from applications and approve all applications.

Most likely ETFs will be accepted, and accepted for everyone. Because if the SEC didn't want to approve ETFs, why would they ask someone to remove the staking? So basically they don't like staking and if proof of stake already looks like a security then when someone stakes it for you it looks even more like a security.
