Has the meaning of "priority" changed for notifications? Seeing a lot more notifications from non-PB (and low-quality) users in my Priority tab

@dwr.eth @v I appreciate the efforts to move away from the Power Badge as the source of truth but my notifications have been wrecked with this change, still a bit too early I think

For some added context I’ve been getting notifications from users that:

- don’t have a PB (fine)
- I don’t follow
- no one I follow follows
- don’t even follow me

To me those would be some of the relevant heuristics to check to determine a “priority” notification (at least one should be true)

ngl i hated the power badge but now i hate my notis even more 😭
