am I wrong to conclude that the system built for the fork was extremely flawed at minority protection if the majority could always just move or hold the threshold too high to be useful?

What do you mean by this? The legal advise you received said to have the fork threshold as a dynamic variable that could be changed? Or are you referring to the Duna prop where it's required to be pushed up to 100%?

Primarily that the parameter needed to be set high enough, to avoid it being used for individual exit, rather only for a group spinning up an alternative DAO.

Ohhh okay makes sense, because if it was set to 1 Noun that would be essentially vanilla rage quitβ¦.. is there a specific minimum requirement or just always above the largest individuals holding value?
