Don't be naive and vote yes because of sunken costs. This is a money pit with no good outcome.

I think it’s best to wait until the completion of the first proposal to assess….meaning when the budget is completely exhausted what are we delivered, how does this compare to what was proposed…. & determine the margin of ‘error’ to see if it’s worth continuing…. Hypothetical example if we paid X and only receive 1/10th of the deliverables, I’m not sure I would have faith in continuing to fund something that was miscalculated with such drastic variance…. But if we are delivered 9/10th, it would be a reasonable buffer of error to continue to fund.
