If storing eth for a long time should it just be on Layer 1? I feel like there is very little downside to keeping it on an L2 like Base. But am open to opinions.

Depends on the amount, in general it's always going to be safer to store on an L1. But L1 fees could potentially surge so if you have less than 5 figures it might be worth marginal risk to store on a solid L2
