Does the escrow have to be performed by people or can it be done by a smart contract?

The way I see it the escrow should be where the buyer deposits the fee for service A and when all conditions are met the buyer can sign to release the funds to the seller. The only people involved should be the buyer and seller, while the escrow is a smart contract.
