It now takes 2 Purple NFTs to submit a proposal (0.5% proposal threshold w/ total supply of 217 tokens)

With the majority of members holding only 1 NFT, I'm proposing to reduce the threshold to 0.25%.

This way a 2nd token won't be required until token #401 (which is ~end of 2023).
