arweave is chain agnostic - it is a very simple protocol that concerns itself with storing and replicating data.

i like coffee, crypto, animals, plants, drones, 3D printing, midjourney, and stickers

when you say permanent, can things be removed if it's the will of the blockchain or whatever like if somebody uploads something illegal ?  
will arweave be a separate data storage chain that other projects on different chains can use ? like so and so NFT collection data stored on arweave and the NFT tx is on base ?
