when you say permanent, can things be removed if it's the will of the blockchain or whatever like if somebody uploads something illegal ? will arweave be a separate data storage chain that other projects on different chains can use ? like so and so NFT collection data stored on arweave and the NFT tx is on base ?

You should connect with kempsterrrr, who said: 'IPFS is like torrent like protocol for distributing how files are stored in a decentralised manner. It doesn't store them itself. Storage relies on apps, users or infra-providers (e.g. pinning services/Filecoin) paying to maintain a node with a copy. The file remains as long as someone pays for or happens to host it (like torrents). Arweave is a layer 1 POW blockchain where miners process transactions and store the data. Each transaction includes a one-time fee where a portion of this goes to an endowment that funds on-going storage to persist storage. Files remain stored as a long as the chain exists (Like bitcoin but for Data), IPFS prioritises accessibility and flexibility, whereas Arweave shines wherever data permanence and provenance is important.'
