I’d like to see open and transparent models providing verification and not just a few people deciding or making it pay to play. How can this be done transparently and effectively?

I guess each client can do it however they want There are decentralised scores and verification systems. Those can be plugged into FC clients Verification is not the enemy, if you want high quality things, there needs to be some sort of payment too
