if they dont give any reaction back (ex: like) then its not appreciated?

we're currently looking more at the user level than the specific reply level

so its more about the "quality" of the user? 
for example: I give tons of moxie interactions to raiders, since most of them are low quality users, it wont increase my spending allowance?
