a next step could be: filter in users who have strong social validation 

E.g. I follow Jesse & he follows user C, so we’ll assume I would be interested in C’s comment because I have put my trust in Jesse, or esp. if Jesse likes their comment 

Or an amount of social proof (X of my friends follow them)

Yeah, it gets computationally intense, but ideally we have a diffuse "degrees of connection" model for what you see.

1st degree - following
2nd degree - people I follow follow this person (but 1 bad follow can bring in a lot of spam, so need to avg. weight)
3rd degree - rare to have an interesting account here now
