Bitcoin strategy of China looks pretty similar to modern economic models. They banned crypto but they are building financial hub at Hong Kong for Yuan. They banned mining but they are building a new center at Africa. They don't use their own resources, rather they are connecting current resources

Very similar to Uber or Airbnb. Remember, Uber biggest taxi company without single taxi or Airbnb biggest real estate without an estate, which is modern economic model. Main part of this is strategy is using resources that already ready to use instead using your own resources. Which is China doing for bitcoin
