New feature for Warpcast notifications

- Replies from people you don't follow will be grouped into single aggregated notification, similar how we do follows

- People you follow will appear as a normal reply in your notifications feed; Warpcast plans to add more good users (based on engagement) here

I would appreciate any feedback on this feature either via casts (public) or sending me a direct cast (private).

Goal is to balance signal-to-noise ratio and making sure discovery can still happen.
