Will you encourage the community to vote against proposals that don't use streams (or escrow)?

From some voices we've heard, there is some general scepticism towards streams. Why haven’t more proposers used streams?

the number of grant recipients who’ve rugged is appalling. 

and to think i copped so much shit when proposing for /gnars despite every gwei going to the treasury. 

are we really just gonna let all these ruggers from over the years get away with it? 

does duna help us take action?
