Because the imperialists Britain and France did not want such a solution. Neither will USA or Israel. To accomplish such a result will include security and peace  treaties also including Iraque, Iran, Turkey, Syria, Jordan, The Gulf states, Saudi-Arabia, Yemen, Egypt and even more countries.
