If I have 15,000 Degen, and I put 10,000 of it into liquidity on Uniswap, does that mean that since the allocation in my wallet would be 5,000...I wouldn't be eligible for tips? Basically, you can't put your 10k you want for tip allocation into liquidity or you can?

That is correct. You need 10k in your base wallet.
