What was the original rationale for removing refunds? Gas token hoarding ?

Yep exactly. That and the fact that contract destruction is actually extremely costly (in fact the cost can be near unbounded) so the refund usually wasn't even warranted. But for a same tx contract destruction seems neither of these concerns apply?
