I don't see a threat. I do see another interesting account for @openrank and @jacek to review. It should not be the case that raw activity has any influence on OR rank.

My concern is whether this is an isolated case of cheating or part of a larger scheme involving multiple alternate accounts. It seems there are several similar incidents, not just this one. 
Where the worst-case scenario is that the alt accounts are banned while the original accounts remain untouched.

Not really a concern for the reasons mentioned. Accounts don't get banned; their methods get obsoleted. Beyond that, I'm only interested in the winners and they're easy to surface - every farmer is small fry these days.
