If you want to start a new society, why do you want it? Usually because there is deep dissatisfaction with the existing system. It doesn’t represent you. You can’t reform it. You have no say in it. You didn’t consent to it. For you, it’s not democratic. So, you exit and build anew.

Millions of immigrants are poor, but nevertheless manage to exit. Depending on country, they’re often poorer than average. Or, alternatively, they have some money but no political power, like the Indians that Idi Amin drove out of Uganda. With that said, we want to use technology to reduce the barriers to exit.
