onchain user completely new could verify their identity and link their bank account without needing a coinbase account first

Gotcha. You're typically gonna run into latency issues there. To make the funds immediately available the on-ramping service will have to take some risk, which is a bit less friendly for decentralized solutions. Venmo is nice b/c it's instant, irreversible settlement.
