if you were to verify STARKs without compression/aggregation then you would need that ELF file?

It is a shitshow (this problem doesn't exist for circuits - plonky2/3 and circom will produce the same circuit across compilations).

SP1 asks you to check the ELF into git and RISC0 has some unsupported hacky tooling with docker + cargo.
