This being my area, I can add a bit of nuance. The authorization to enter Schengen (or the US for that matter, pre-ESTA) was always required; it was just granted at the point of border entry (i.e., on arrival). For Americans & Canadians, it means getting a visa on arrival granted by a Schengen border agent. [1/2]

With ESTA/ETIAS, the authorization process is pushed to pre-departure. This minimizes the risk of pax being denied entry on arrival, and it also paves the way for better digitization of travel, such as linking your pre-approval with your biometrics, thus enabling seamless and queue-less border entry on arrival.
