As an American, we’ve held elections during the War of 1812 under some British occupation. Elections were held in the Civil War as well. 

Both cases, the incumbent president won. What does he fear? 

The Ukrainian constitution prevents elections during Martial Law, which could be lifted even whilst at war.

Yes, he should totally just ignore the Ukrainian constitution and hold elections while a part of his country is occupied and make every polling station a target for Russian bombings
