The Director of National Intelligence (DNI) is a cabinet-level position, not a cabinet position. Here's the key difference: Cabinet positions are heads of the 15 executive departments (like Secretary of State or Defense). Cabinet-level positions, like the DNI, have equivalent status and influence but don't head an executive department. They still attend cabinet meetings and advise the President.
