The 15% weekly limit to tippers has been made more lenient. It previously was checking if the recipient had tipped during the month. Now it will only check if they currently have an allowance. Please tip people *outside* of the tipping community. Farther has no chance of growing unless you do.

That "outside" people you keep saying, the mission is to get them "inside" right? What is the perk of being "inside" now? All the "inside" people are completely unsatisfied and they are getting "outside"! Think about this!
