Why don't you just add warn / hide / ban to the protocol?
Doesn't scale. For every spammy cast, you now need a corresponding action to counteract it. Determined attackers would programmatically spam all channels, requiring all owners to use up mod actions. Bans would still need to be per channel, resulting in bloat.
