Tephra Digital’s February 2025 Policy Brief outlines 21 steps to integrate Bitcoin into the U.S. financial system.

These include approving cash ETFs, allowing banks and financial institutions to participate, removing regulatory restrictions, including Bitcoin in corporate treasuries, allocating retirement assets to Bitcoin, and accepting it as bank collateral.

It also proposes eliminating the capital gains tax and creating a strategic Bitcoin reserve. Ultimately, the plan could lead to the establishment of a new financial standard based on Bitcoin.
