If you steal your friend's bitcoin, you should be considered a crime by stealing money, but if you steal a certain counterfeit coin, it is difficult to determine this, because that thing is worthless in the eyes of the country, or at least "unquantifiable market value", so you can't be said to be equivalent to "how much money was stolen"
