What is the difference between off-chain and on-chain?

In Bitcoin off chain would be a usual transaction in mainnet. Lightning transaction would be off chain until a channel is closed and it goes to the mainnet as a transaction on chain.

And is that equivalent to ethereum? All transacions on layers 2, 3... Are considered off chain and the ones on the L1 on chain?

Ok, after a little research it is a generic concept and applies to all cryptocurrencies chains. The difference relies on where the transaction occurs. If it's on the main network it is on chain. If it occurs outside is offchain.
