We are using Gitlab Issues + Deadlines in issues 

Can have - [  ] Markdown syntax for todos if you tag the person in the line as well.

Also in code TODO: <what needs to be done> and then Todo tree and Todo highlighter VSCode Extensions to show all Todos + make them stand out
