They think a 2/3 multisig with hardware wallets is enough to secure billions. This is not a new problem just look at high-security facilities like Fort Knox. You can't just waltz in and access the gold. There is a 20 day time-delay before anyone can gain access. This can be done with smart contracts like Safe too. Lazy
