Hubble is now 10% Rust and 5x faster 

- @adityapk has been quietly gutting and rewriting the slow bits
- a few 🦀 hubs are in prod hiding amongst the js hubs
- will be rolling out to everyone soon

Hubs are now up to 14% Rust. 

@adityapk @sanjay and @wazzymandias.eth have moved all our hot code paths to Rust.

Focus is now on improving sync and p2p until we can comfortably support 500k DAU.

I'm wondering if you have considered reimplementing the hub in Rust instead of refactoring it? How did you make this decision?
