In the case of bagz, he feels like an agent that ultimately recruits people who get caught up in his schemes (similar to your assessment above an unfounded conspiracy)

an unfounded conspiracy of mine is that plenty of CT is compromised due to tax reasons. they might not even know they're a fed asset
