Why is it important to not overtip?

Looking at the points query one thing stroke me: if you overtip on a particular day, all the tips you made that day are burned. It's like in black jack: you get over 21 - everything is busted.

I would say this is not correct, as in line 74 it is filtered against a running total. So you can tip till this threshold (+3%) but if you e.g have 100 allowance tip 80 and then 25 the 25 will be ignored, if you tip 80+23 both count

So what happens when I recieve tip and doesn't count which the tips are correct and I can verify and also tip I give to others doesn't count as well 
I've been experiencing this for 2 days now
