Put them in a line and then tell them that if the person on their left tries to eacape and they do not kill them, you will shot them. This way if someone tries to escape, they will be sure to be killed by the person next to them. As for the one person who doesn't have anyone on their righ side, I guess you can stand on their right and tell them you will shoot if they try to escape

I think this strategy can be optimized by putting them in a closed circle. If the person in the front escapes, the person behind them will be shot. If the person if front of you is shot, you get shot too The ultimate domino effect
