What do Base and Zora chains have that’s not in OP mainnet?

They run identical software stacks. The primary difference is in what applications are deployed. Over time, L2s will need to differentiate on what applications and core behaviors they offer -- Zora is the best example of this so far

Isn’t it just worst UX? you have fragmentation and need to jump between chains with 0 difference I have limited knowledge of Zora but their benefits seem to apply to any OP L2 - you can mint/deploy NFTs fast and cheap on OP mainnet and Base

Today these layers aren't at capacity, but assuming growth in demand, some of these behaviors might be priced out. E.g. if Base becomes the defi degen casino l2, minting will become more expensive there (in the same way that minting is expensive on l1 today).

There is also the asset moat -- if more of these mints happen on Zora Network (because they're dedicated to this kind of behavior) then apps/products built on top will naturally gravitate towards Zora
