I was part of a DAO in 2018 where one of the "core group" told us that "all our opportunities belonged to the DAO". Decentralization was all theatre there.

That MSM wouldn't willfully spin something to be the exactly opposite of the truth. Like I thought they were pretty bad, but I chalked that mostly up to ignorance. I know fully believe they know they are doing wrong things and continue to do them willfully.

What's the purpose of a proposal? To submit our ideas or agree that other ideas are in-alignment with what we want for the DAO. Are there other ways to make decisions for how you'd like the DAO to operate? Yes there are.
